IG dismissed IO for faulty investigation,show cause to DSP

Lahore: Following the orders of Ombudsman Punjab, Javed Mahmood, Inspector General Police Punjab has dismissed Investigation Officer, Sardar Muhammad Naeem and show cause notices have been issued to DSP khiyali Circle, Gujranwala,  Ghulam Mustafa and Sub-Inspector Ilyas Virk PS Sabzi Mandi Gujranwala for faulty and partial investigation in a case of attempt to rape a 3 years minor by her neighbor in the area of Police Station Sabzi Mandi, Gujranwala.

Police has also received the positive result report of the DNA test of the accused Nasir Tufail Butt. The DNA test was conducted by the police on the orders of Ombudsman Punjab and vital evidence taken into custody at the time of occurrence has also been recovered by the Investigation Officers since the same was put under the carpet for undue favour of the accused.

According to details, Mr. Shahid Bhatti, a resident of Bakhtay Wala, Gujranwala lodged a complaint stating that his neighbour Nasir Tufail Butt tried to molest his three-year old daughter and police was supporting the accused through faulty and partial investigation.

Partial and biased investigation also proved true during inquiry conducted by the Advisor Investigation, Ombudsman Punjab. Following the Inquiry Report, Ombudsman Punjab ordered to take strict action against Investigation Officer Sardar Muhammad Naeen, Sub Inspector lyas Virk, PS Sabzi Mandi Gujranwala and Gulam Mustafa DSP Khiyali Circle Gujranwala on July 26, 2013. RPO in its report agreed that the investigation of the case was conducted negligently, insufficiently and carelessly and so the supervision. The investigation officer tried to destroy the prime evidence of the case also. City Police Officer Gujranwala issued a show cause notice to the Investigation Officer Sardar Nadeem, says RPO report.

The complainant again approached Ombudsman Punjab and alleged that Gujranwala Police inspite of taking action against police officers, graced them with kindness and benefits. No action has been taken against SI ilyas Virk and Ghulam Mustafa, DSP Khiyali Circle, the Investigation Officer Sardar Naeem has been sent to Sehala for Upper Course despite show cause notice, said the complainant.

The applicant also pointed out that such steps of authorized officers tantamount not only to defiance but also equivalent to flouting the orders and challenging the authority of the Ombudsman Punjab. The applicant also called the attention of Ombudsman Punjab towards the orders of Advisor Investigations in which the SP Gujranwala, Shaheen Hamayun was directed to proceed in a case of theft against the same accused. The local police simply threw the directions of the Ombudsman Office into the dustbin. My father could not bear such blatant violation of the directions of Ombudsman Punjab, non-cooperation of police and lost his life on August 06 while running from pillar to post for justice and relief, stated the applicant. Ombudsman Punjab took serious notice of the callousness and defiance of the police and directed IGP to submit parawise comments on the application of Shahid Bhatti, the applicant, within a period of 10 days.

Inspector General Punjab Police in his compliance report to Ombudsman Punjab, Javed Mahmood, has informed that Investigation Officer, Sardar Muhammad Naeem has been dismissed and show cause notices have been issued to DSP khiyali Circle, Ghulam Mustafa and Sub-Inspector Ilyas Virk for faulty and partial investigation.

Police has also received the positive result of the DNA test of the accused Nasir Tufail Butt as prime evidence and vital evidence taken into custody at the time of occurrence have also been recovered from the said Investigation Officer since the same was put under the carpet for undue favour of the accused.
