The draft bill of Safe Blood Transfusion Act 2016 would be completed next month

Khawaja Salman RafiqueLahore : Advisor to Chief Minister Punjab Khawaja Salman Rafiq has said that legislation is being carried out for safe blood transfusion and a draft bill has been presented to the standing committee of Punjab Assembly. The scrutiny of the draft bill of Safe Blood Transfusion Act 2016 would be completed next month. After that it would be presented in the Assembly Session for approval. He further said that Safe Blood Transfusion Act will play a pivotal role in Hepatitis control as substandard blood banks would not be allowed to operate.

He said this while addressing an awareness seminar and launch of hepatitis prevention programme by Pakistan Kidney and Liver Institute (PKLI) to observe World Hepatitis Day at 90 SQA, here today.
PKLI Chairman Prof. Dr. Saeed Akhtar, Prof. Ghias Un NabiTayyab, Chairman Akhuwat Foundation Dr. AmjadSaqib, representatives of PMA and family physicians, clinicians from abroad and senior journalists were also attended the seminar.
Kh. Salman Rafiq said that Pakistan Kidney & Liver Transplant and Research Institute is the first institution of its nature where prevention, treatment as well as research would be conducted on these diseases besides facility of kidney and liver transplant would also be provided. He said that the construction of the project has already been started on 50 acre of land at Badian Road which was provided by the Chief Minister Muhammad Shehbaz Sharif.
He said that Rs.15 billion would be spent on the project and during the current fiscal year, government has allocated four billion rupees.
Kh. Salman Rafiq said that present government has increased the Punjab health budget upto 200 billion rupees if proper focus on prevention of diseases would not be given and a strong dyke against the disease not built the present budget would become a peanut. He said that the real need is to create awareness for controlling spread of disease among the masses.
He said that like dengue, we should fight together against hepatitis. Kh. Salman Rafiq said that government would extend all cooperation with PKLI to control hepatitis.
Earlier, Chairman PKLI Prof. Saeed Akhtar thanked the Chief Minister Muhammad Shehbaz Sharif for providing 50 acre of land and huge funds for the construction of state-of-the-art center. He disclosed that PKLI would start hepatitis clinic t the site of PKLI center by December 2016 which would help prepare a data bank of hepatitis patients to make future planning.
Prof. Saeed Akhtar announced “Jehad” against Hepatitis B & C with the collaboration of Punjab government, civil society and other stakeholders. He said that vigorous awareness campaign would be launched for prevention of this menace.
Chairman Akhuwat Foundation Dr. Amjad Saqib said that we are standing on the edge of volcano. He reiterated that one million members of Akhuwat Foundation would be activated to participate in creating awareness against hepatitis.
Prof. Qhias un Nabi Tayyab claimed that at least one patient of Hepatitis B & C is present in every family.
He said that over use of medicines, injections, use of non-sterilized medical equipment, polluted instruments of dentists, barbers and transfusion of unscreened blood are the major causes of spreading hepatitis B & C.
He said that addicts who used injectable drugs are more victim of infectious diseases. Senior journalist Mujeeb-ur-Rehman Shami stressed the need to approach PEMRA for maximum telecast of public service messages regarding Hepatitis B & C on the electronic channels.
He appreciated the Chief Minister’s humanitarian gesture of providing 50 acre land and billions of rupees for establishing PKLI Research Institute.
