Lahore: The Chief Justice Lahore High Court, Lahore, Mr. Justice Umar Ata Bandial has directed the judicial officers to dictate judgments in the court
rooms in the presence of litigants and their counsel and answer their queries, if any, on the spot in case of interruption.
Hon’ble Chief Justice was addressing at a ceremony of awarding certificates and law books amongst the Civil Judges & Magistrates (Class-III) who excelled in achieving the requisite target of deciding the oldest case
s. The ceremony was held at Punjab Judicial Academy today. Mr. Justice (R) Fazal Karim, former Judge Supreme Court of Pakistan, LHC Judges working at Principal Seat and officers were also present on the occasion.
Hon’ble Chief Justice said that the judicial officers must be polite and
they should control the court
proceedings without getting harsh. There should be no complaint regarding attitude of presiding officers which needs change i.e. attitude to deliver and
if anyone creates a scene in the court, it is their duty to inform the District & Sessions Judge.
The Punjab Bar Council is co-operating with us and it had suspended the licenses of advocates against whom complaints were raised. Hon’ble Chief Justice announced that there was not a single complaint of corruption against any judicial officer during the last six months. Hon’ble Chief Justice lauded
the efforts of the judiciary for finishing the backlog of cases and meeting the
deadline of National Judicial Policy for disposal of oldest cases filed upto 2008. It was mentioned that in the year 2012 there was pendency of 56 thousand oldest cases which has now been brought down to only 9 thousand.
Hon’ble Chief Justice further said that 33 districts of the Punjab have zero pendency of such cases. There are three districts i.e. Jhang, Faisalabad and Lahore with meager pendency of old cases and called upon the judicial officers to burn mid night oil for clearing the backlog in the given time limit.
Hon’ble Chief Justice also asked the lawyers community to work more and render meaningful assistance for meeting the target. Hon’ble Chief Justice reminded the judges that we have spruced up the working environment of courts throughout the Province and have empowered judges with the latest gadgets and expect them to render quality judgments at the first stage of judicial hierarchy. lways upheld at the higher forums, then a stage will definitely come when people will gather confidence and may not opt for appeal.
Hon’ble Chief Justice asked the judges not to be mechanical but to be pro-active and apply law correctly while deciding the cases. He advised the judges to enrich themselves by having grasp over local, global and Islamic laws.
Mr. Justice (R) Fazal Karim delivered a lecture to the trainee judges including Civil Judges, Senior Civil Judges and Additional District & Sessions Judges on the topics Persevering Constitution Inviolate, Role of District Judiciary in Administration of Justice and Judgment Writing. Speaking on the occasion, Registrar Sardar Ahmad Naeem, Acting Director General Punjab Judicial Academy, threw light on the achievements of the Academy and assured the Hon’ble Chief Justice that the district judiciary under the supervision of his lordship will achieve the targets within the given time span.
