Lahore: Ombudsman Punjab Javed Mehmood has termed the ignoring of five percent quota allocated for minorities during the recruitments in Sargodha University as serious maladministration and ordered the Vice Chancellor and Registrar Sargodha University to explain the reason of this constitutional and legal violation and fixed the responsibility of serious violation of rules in recruitments.
Ombudsman Punjab in his order has said that the maladministration of Sargodha University has been proved during the recruitment process and the minority quota has not been mentioned in any advertisement published in the newspapers by Sargodha University after March 2010. He has ordered the Vice Chancellor and Registrar Sargodha University to include five percent minority quota in all recruitments made after March 2010 as per constitution and rules and submit a report to Ombudsman office within a month. He has also ordered that in future five percent minority quota should be ensured in every process of recruitments as per law.
Ombudsman Punjab Javed Mehmood issued these orders on the application of Ch. Mushtaq Gill, Chairman All Pakistan Minorities Democratic Movement, University Town, Sargodha. The applicant had appealed that five percent quota allocated for minorities has been totally ignored by Sargodha University during recruitments and the university administration is not willing to implement the rules and regulations at any cost despite repeated requests.
Ombudsman Punjab called for explanation from the administration of Sargodha University in this regard and during an inquiry it revealed that the administration of Sargodha University has committed serious violation of rules during process of recruitments of employees and the application is based on facts.
Ombudsman Punjab in his order has written that under Article 260(3)(b) of the constitution of Pakistan, Punjab government had issued a notification on March 27, 2010 for allocating five percent quota for minorities during recruitments in all government departments but the administration of Sargodha University has totally ignored this constitutional and legal responsibility.
