Lahore: Governor Punjab Malik Muhammad Rafique Rajwana has said that the Pakistan has the capacity to become a great and prosperous country. We are a nation of more than 180 million people whose capabilities are second to none.
We have proved it before and will prove it time and again that when we pursue our goals with hard work and diligence we can make the impossible, possible. Now, we have to move forward under the guidance of a long-term vision that can put us on the path of sustainable development.
These views were expressed by the Governor Punjab while he was addressing to the participants at Graduation Ceremony of 103rd National Management Course and 18th Senior Management Course being organized by National School of Public Policy at Lahore.
Governor Punjab said that the People of Pakistan deserve good governance and speedy service delivery. Things cannot remain “business as usual”. This must change. Civil services must change also. It is imperative that we reform and Civil Service reformation process has to be predicated on performance. He said that the Government of Pakistan is already working in this regard.
He said, People of Pakistan expect responsive systems for redressal of their problems and issues. Good governance relates to the manner in which authority is exercised in the management of country’s resources. It links growth with poverty reduction and curbing inequality.
Governor said, as economic growth generates income, good governance carries its effect down to the masses, particularly to the poor. While State is responsible for creating a conducive political, legal and economic environment for building individual capabilities, creating socio-economic opportunities and encouraging private initiative, you as public functionaries represent the State, and are responsible for implementing it through good governance. People are at the heart of public policy and state craft and it is their welfare which should be our end game and for which you will be judged, he added.
Governor Punjab said that he understands that the curriculum of National and Senior Management Courses has been substantially modified. There is always a need to constantly review and re-adjust curricula, particularly in terms of issues and their relationships with changing domestic, regional and global environments.
He hoped,as participants, you have developed skills in formulating implementable policies and result oriented action plans. He confidantes that this process of training will enable you to contribute more meaningfully to national development during the remaining years of your service, it is indeed a landmark in your career to attend the 103rd NMC and 18th SMC, which is a pre-requisite for further progression in your professional careers.
Earlier, Rector, National School of Public Policy Ismail Qureshi has also address the officers and throws light on the aims and objective of the training.
