Lahore: There has been no development in the promotion of general cadre doctors into BS 20, 19 and 18, despite the second anniversary of the approval of the revised service structure for the doctors. The doctors, especially those of General Cadre have still been devoid of their right of promotion, despite 18 to 20 years of services in BS-18 and 22 to 30 years of service in BS-19. These views were expressed by the president General Cadre Doctors Association (GCDA) Punjab, Dr Masood Akhtar sheikh while addressing emergent meeting of the association on second anniversary of service structure agreement. Dr Sheikh added that the revised service structure was signed by doctors association, approved by the cabinet members followed by its approval by the Chief Minister Punjab, Mian Muhammad Shahbaz Sharif.
Despite the fact, that the same party came into rule after general election, the promotions of general cadre doctors is still pending. He added that the health beaurocracy does not want the promise of the chief minister to be materialized. He added that even the new four tier formula approved by the chief minister for the general cadre doctor have not been implemented, as the splashing of the seats as per new formula is yet to be materialized. He added that it was assured by the committee approved by the Chief Minister and then by Health Secretaries on multiply occasion that the promotion of all the doctors serving in BS 18 will be done in 4 months, but unfortunately it has been 24 month, and not even a single general cadre doctor has been promoted as per revised formula. The GCDA passed resolution asking the department to complete the process of promotion for GC doctors from BS 18 to 19 and from 19 to 20 and then from BS -17 to Bs-18 within next 1 month otherwise the doctors will observe black day on 7th December.
Dr Assad Abbas Shah said that the revised four tier formula has a new ratio of 3:19:36:42 in BS 20: 19:18 & 17 respectively, and the splash as per new formula was to be finalized and approved by the finance department, but nothing has been done in this regard, he asked the chief minister to take notice of the promises with the general cadre doctors and ask the officer of the health department to provide report for the delay on urgent basis.
Dr Shah said that doctors of BS 18 are the worst affected, as collectively 1600 vacancies are laying vacant, and only 1600 doctors are in the current list, they all have fulfilled the required service criteria for promotion into BS 19, but health department has not sent their promotion cases, he urged the Chief Minister that the promotion cases of doctors from BS-18 to BS-19 may be done in one go, to rectify undue delay in the promotion process. He added that 230 additional seats have been created in BS 20, but no doctor has been promoted from BS 19 to Bs 20.
Dr Rana Rafique said that if the splashing would be done then 1600 doctors will be promoted from Bs-18 to Bs-19, and 230 doctors would be promoted to BS- 20. He said that it seems that the Punjab government had made fake promises with the doctor’s community and they do not seem to full fill these in near future. They said that the request has been sent to the prime minister f Pakistan to take necessary action and expedite the promotion process. Dr Muhammad ashraf, dr rana Rafique, Dr Arif Iftikhar, Dr Shahid, Dr Aslam hameed, Dr Anjum and other aloo spoke on the occasion
