Lahore : Speaker National Assembly Sardar Ayaz Sadiq has said that strengthening of Pakistan Institute for Parliamentary Services (PIPS) through employing modern Human Resource (HR) development practices was highly essential for robust research and legislative support to the legislatures. He expressed these views while presiding the meeting of Board of Governors (BoG) of PIPS in Islamabad today.
The matters of HR/Administrative reformation, new logo of PIPS and draft bill for amendment in PIPs Act were discussed. MNA Marryam Aurangzeb, convener of the sub-committee on PIPS HR Review presented the report before the Board of Governors and briefed the participants about its salient features including adjustments in pay scales and allowances of the PIPS employees. After through deliberations, the Speaker asked the members to review the report and submit their feedbacks and recommendations to the committee within 15 days in order to finalize it in the next meeting.
Executive Director PIPS Mr. Zafarullah Khan proposed the new logo of PIPS for the approval of the BoG. The NA Speaker remarked that new logo should symbolize all the provincial and legislative assemblies of Pakistan in addition to National Assembly and the Senate.
The BoG also approved the amendment in PIPS Act, 2008 regarding incorporation of the Speakers of Azad Jammu and Kashmir and Gilgit Baltistan Legislative Assemblies as members of PIPS Board of Governors. The Speaker announced that this Draft Bill will be tabled in the Parliament for enactment.
PIPS Work Plan 2016-17 that was approved by the sub-committee earlier was laid in the meeting and members were requested to submit their recommendations in this regard within 15 days. It was also discussed that PIPS research and development facilities for legislative business should be made available to members of the Parliament during the sessions.
PIPS BoG also approved one month honoraria on basic salary for the PIPS employees for their devoted services to the Parliament.
On this occasion, Speaker Balochistan Assembly Ms. Rahila Hameed Khan Durrani proposed to hold a Conference of Speakers and Deputy Speaker of the National and Provincial assemblies for discussing matters of mutual interest and sharing experiences with each other. The suggestion was duly accepted by the NA Speaker and agreed to convene it in November 2016.
Deputy Chairman Senate Molana Abdul Ghafoor Haideri, Federal Minister for Law and Justice Zahid Hamid, Speaker Punjab Assembly Rana Muhammad Iqbal, Speaker Sindh Assembly Agha Siraj Khan Durrani, Speaker Balochistan Assembly Ms. Rahila Hameed Khan Durrani, Deputy Speaker Khyber Pakhtunkhwa Assembly; Ms. Rubina Khalid, Mir Hasil Khan Bizenjo; and MNAs Mr. S. A. Iqbal Qadri, Ms. Marryam Aurangzeb and Malik Muhammad Uzair Khan attended the meeting.
