LDA invites bids for digital surface model

Lahore Development Authority has invited sealed bids from reputed national bidders having sound Geographic Information System (GIS) experience as it intends to procure stereoscopic satellite imagery and digital surface model for Lahore Division for use in present and future planning studies. Area of Interest (AOI) is administrative border of Lahore Division (comprising Districts of Lahore, Sheikhupura, Kasur and Nankana Sahib) with a 2km buffer.

Competitive bidding shall be held under the‘single stage two envelope’ procedure as defined in Punjab Procurement Rules 2014. KML file of the AOI is accessible at http://www.lda.gop.pk/lahore_division_boundary_buffer.kml

Supplier shall be required to provide the following goods and services under this procurement:

 

  • Field survey to establish Ground Control Points (GCP)
  • Acquisition of stereo satellite imagery
  • Digital Surface Model (DSM)
  • Digital Terrain Model (DTM)
  • Normalized Digital Surface Model (NDSM)
  • Contour map
  • Ortho-rectified imagery
  • Implementation of open-source software to serve imagery and elevation models (DSM/DTM/NDSM) over the internet (accessible via desktop client and web browser)
  • Professional commercial off-the-shelf (COTS) desktop application for advanced GIS management(single user)
  • Manuals, standards, guidelines and standard operating procedures (SOP) for data management

Only firms that are authorized dealers of satellite imagery producers may bid for this tender. Bidders are required to submit their bids by 2:00pm October 15, 2014 at the address below. Technical Proposals will be opened on the same day at 2:30 p.m.  Financial Bids must include a two (2) percent bid security enclosed in the financial bid envelope.

Bidders shall be required to establish that they meet the requirements of the Tender in their technical bid before their financial bid is opened. Bidders are also required to submit their legal particulars, such as Registration, National Tax No. and Sales Tax Registration No.) as well as an undertaking that they have never been blacklisted by a public entity.
